UN Launches First International Forum to Govern Military Uses of AI

The UN Institute for Disarmament Research established a new global forum on 21 October to tackle AI in warfare, with funding from all five nuclear powers.

On 21 October 2026, the UN Institute for Disarmament Research (UNIDIR) formally launched a multi-part initiative to address the rapidly expanding use of artificial intelligence in military operations. The centrepiece is a new international forum designed to bring together governments, industry actors, civil society organisations, and researchers from every region to develop shared norms around military AI. A parallel workstream will produce a framework for responsible corporate behaviour in AI-enabled defence technology, requiring that such systems remain 'reliable, predictable and in line with international law.' A third strand focuses specifically on the risks posed by non-state armed groups, which UNIDIR warned are already using AI for operational planning and logistics. The initiative builds on the Centre of Excellence on AI, Peace and Security—the UN's first permanent platform on these issues—established earlier in 2026 with funding from all five permanent members of the UN Security Council: the United States, Russia, China, the United Kingdom, and France. UNIDIR head Robin Geiss warned that the margin for human judgment in military decisions 'is increasingly narrow.'
