UK PM Burnham Calls for 'Honest Discussion' on EU Free Movement

British Prime Minister Andy Burnham said the UK should have an "honest discussion" about EU free movement rules, noting that post-Brexit migration patterns have been "different" and that the balance of migration has shifted since Britain left the bloc in 2020.

UK Prime Minister Andy Burnham has signalled openness to revisiting the European Union's free movement rules, saying in an interview with The Sunday Times on October 25, 2026 that Britain needs an "honest discussion" about how immigration has changed since Brexit. Burnham argued that pre-Brexit migration was characterised by "revolving door" movement — people coming and then returning — whereas the balance had shifted since the UK left the EU in early 2020. Immigration was a central issue in the divisive 2016 referendum, which was triggered by the right-wing Conservatives and resulted in a narrow vote to leave. Burnham, who has been in office since July, is nonetheless bound by predecessor Keir Starmer's 2024 election-winning manifesto, which ruled out restoring free movement, rejoining the single market, or entering a customs union. Any major change would therefore likely require a fresh public mandate at the next general election, not expected until 2029. Burnham also said he could not see himself recommending that the UK join the euro or the Schengen borderless area, which Britain was not part of even before Brexit. Reform UK leader Nigel Farage condemned the remarks as a "total betrayal of Brexit Britain." Burnham and EU leaders are hoping to strike deals on food and drink, youth mobility, and emissions trading when they meet at a UK-EU summit in Brussels on November 20.
